Nigeria's Operation Safe Corridor aims to facilitate the rehabilitation of ex-insurgents. However, many victims remain hostile towards those attempting to reintegrate into society.   The initiative was first proposed at the Nigerian National Security Council (NSC) meeting in September 2015, after which repentant Boko Haram members were encouraged to surrender and embrace peace. The Movement for the Actualization the Sovereign State of Biafra on Tuesday condemned the killing of a Catholic priest of Enugu Diocese, Reverend Fr. A sari Dokubo, founder of the Niger Delta People's Volunteer Force has declared his support for the actualization of Biafra while calling on Niger Delta people to return home following threats from Arewa youths.
