Rep members walk out of plenary over Twitter ban controversy

 

There was a rowdy session at the House of Representatives, after the Speaker, Gbajabiamila, ruled PDP caucus leader, Kingsley Chinda, out of order.

Mr Chinda had prayed that the Twitter ban imposed by the federal government be suspended in the interim. Facebook Pages and Groups are an excellent way to drive traffic. However, following opposition to the motion, lawmakers and some members of the PDP staged a walkout.

The lawmakers later briefed journalists at the press centre.

Chinda, the PDP caucus leader who spoke on behalf of the lawmakers said the House will move an official motion tomorrow to that effect.

He added that the motion may likely be rejected by the House, but the lawmakers will move the motion notwithstanding.

The House of Representatives on Tuesday, summoned the Minister of Information and Culture, Alhaji Lai Mohammed to appear before the house to explain the reasons behind the suspension of the microblogging platform, Twitter. Speaker of the House, Femi Gbajabiamila, who disclosed the summons on Tuesday at plenary, said the social media platform remains important in the country particularly amongst the youths.

 reports that the Minister had last Friday, announced an indefinite ban on Twitter for allegedly allowing contents that are capable of destabilising the country.

“The House of Representatives recognises that Twitter, like other social media networks, is an important tool for communication and commerce in Nigeria, particularly amongst the younger generation who have used these networks for enterprise and innovation with great success.

“The proper role of the legislature in circumstances like this is first to peel back the layers of the decision-making process to unravel the issues until we develop an understanding of the why and the how of executive decisions.

“Following that, the legislature must make sure that regulatory and enforcement actions by the government are in accordance with the laws of the land, that due process of law has been followed to the latter and that the outcomes of regulatory decisions do not result in adverse consequences for the country and all our people.”

The House further directed the joint committees on Commerce, Information and National Ethics, as well as Justice to carry out an investigation and send in its report within 10days.

Mohammed said, “The government has suspended the operations of Twitter in Nigeria indefinitely because of the persistent use of the platform for activities that are capable of undermining Nigeria’s corporate existence.

“The main reason for this is because of the persistent use of Twitter in particular for activities that are inimical to the corporate existence of Nigeria.”

He added, “IPOB, Nnamdi Kanu in particular, his platform of choice to destabilise the country is Twitter.

“Twitter is actually the platform of choice for the separatist leader who resides outside Nigeria, but issues directives for his members to attack the symbols of authority such as policemen, soldiers, correctional centres, electoral offices and this has been done willfully and consistently without consequences always using the Twitter platform.”

The Minister of Information and Culture, Lai Mohammed has reacted to the decision of Pastor Enoch Adeboye of the Redeemed Christian Church of God, RCCG, to defy the ban on Twitter in Nigeria.

Mohammed said the power to decide who to prosecute for using Twitter despite the ban lied with the Attorney General of the Federation, Abubakar Malami.

He stated this in an interview with BBC Africa Focus on Monday night, when asked if Adeboye will be prosecuted for using Twitter. MAKE MONEY ONLINE

Recall that Adeboye had justified his use of Twitter with Article 19 of the United Nations, UN, Universal Declaration of Human Rights (UDHR).

In a tweet, the RCCG General Overseer said the church is domiciled in over 70 countries of the world, hence the need to continue tweeting.

However, Mohammed insisted that Nigerians who accessed Twitter, including Adeboye, after the ban, would be prosecuted.

The minister stressed that the use of Twitter was undermining Nigeria’s corporate existence.

“Also directed the National Broadcasting Commission to immediately commence the process of licencing all social media operations in Nigeria.

“The attorney-general has made it clear that if anyone violates the regulation, that such person will be prosecuted. I think it is the right of the attorney-general to decide who to prosecute,” he said.

Meanwhile, the founder of Deeper Life Bible Church, Williams Kumuyi also disobeyed the Twitter ban.

Three persons have been reportedly killed in Ogun State by herdsmen said to be among those behind killings in Igangan, Oyo State, on Sunday. “You know there was a crisis in Igangan yesterday, those herdsmen who escaped to Imeko through our forest reserves killed three men on Sunday night. “The victims were riding on a motorcycle, coming from Ologede around 11 o’clock last (Sunday) night. They ran into these fleeing herdsmen, who killed them. They even took the victim’s new motorcycle away, leaving their old one behind,” he said. “We saw empty AK-47 cartridges at the scene of the incident. A formal report has been made at the police station in Imeko and the police have gone there to take the bodies. Makinde reacts as gunmen invade Igangan, kill scores “This is getting too much. We can no longer sleep in our houses. The herdsmen are everywhere. Government should come to our rescue. The Amotekun operatives in Imeko are too few. We need help.” The Balogun raised the alarm that the Igangan killers had relocated to a village called Sagada in Imeko/Afon. “Those herdsmen who escaped after killing people in Igangan are now in Ogun State. They camp in a village called Sagada, under Oke Agbede in Ward 2. “There is a river, (Oyan) in-between Sagada and Igangan. They are there as we speak. We have informed the appropriate authorities, but no positive steps have been taken so far,” the community leader said. The victims were identified by an impeccable source as: Femi Bara, John Taiwo and Tunde Taiwo.

They were said to have been murdered at Amule Kanji village, via Imeko, Imeko/Afon Local Government Area of Ogun State.

 learnt that the three men were on a bike, coming from Ologede village when they ran into the killer herdsmen, “who killed them and took away their motorbike.”

The Balogun of Imeko Isale, Chief Ganiu Akinleye, confirmed that the incident happened around 11 pm on Sunday.

Chief Akinloye told  that the police had gone to the village to evacuate the corpses.

Joshua as “son of the devil” pretending to be “a man of God”.  The minister warned hundreds of Cameroonians, trooping to Lagos, South West Nigeria, for miracles in Joshua’s church, to desist from taking the trip or face the consequences, as the country will not stand by them.

The communiqué written in French read in part: “The Ministry of Foreign Affairs warns those who by naivety or deception of Emmanuel TV’s captivating images, or even those who by hopelessness, envisage taking the pilgrimage to Pastor T.B. Joshua’s Synagogue Church Of All Nations in Lagos, that they will do so at their own risk.

“The Cameroonian Government warns these pilgrims that they will face the consequences alone. This is motivated by the painful and shameful fact that Cameroonian men and women, in search of deliverance and blessings, once in that church, find themselves in bestial and pitiable conditions.

“Women are raped; pilgrims dispossessed of their belongings by armed robbers and left to sleep on the streets at the mercy of gangs. Many cases of assassinations have even been recorded. And this is without other cases that are not recorded at the Cameroonian Embassy in Lagos with the victims too ashamed to narrate their infernal odysseys once they are out of Hell,” the minister said.

The minister said that while the bible asks us to be discreet with gifts and donations to the poor, T.B. Joshua is seen daily dolling out bags of rice to indigent people.It was learnt that hundreds of Cameroonians who sold their properties or borrowed money in the hope of getting miracles in T.B. Joshua’s Church, only got disappointed in Lagos.

It was also reported that Prophet TB Joshua’s TV station has gained popularity in Cameroon and many people are tempted to take the trip and receive healings and sudden blessings. It says that Joshua is now in many households in Cameroon and many people believe the flashy images they watch on television.

BIAFRA NEWS : APC behind Twitter ban, planning to regulate social media – PDP alleges

 

The Peoples Democratic Party (PDP) has accused the National Caucus of the All Progressives Congress (APC) of being behind the suspension of Twitter in Nigeria.

Giwa said that the country must break up, adding that President Muhammadu Buhari has divided Nigeria into different parts with his poor leadership styles, adding that the citizens are now waiting for an official announcement towards the disintegration of Nigeria.

Prophet TB Joshua of Synagogue Church of All Nation, SCOAN, had recently declared that Nigeria will not disintegrate.

Joshua said though Nigeria would be covered by a cloud of “crisis, murder, killings, destruction” but would not disintegrate.

Addressing members of his church, the prophet said: “I want to assure you, nothing will happen to Nigeria. Nigeria will remain one.

But in a statement to DAILY POST on Monday, Pastor Giwa said that whoever says Nigeria won’t disintegrate after a failed leadership over the years should go back to sleep.

According to him, “They are a bunch of hypocrites who have refused to speak the truth to power in the last five years, but now coming up with defensive tactics that can stop the disintegration of Nigeria.

“A great leader understands empathy and knows how to approach his people in a courteous manner, but the reverse is the case in Nigeria. Even the blind can see the handwriting on the wall. It is not a prophetic or perceptual matter, but a reality that cannot be manipulated.

“It is not an understatement to say that the current president is not considerate and compassionate. He doesn’t care about the feelings and emotions of Nigerians.

“They should not waste their time, because the more they come up with flimsy excuses why the country should not divide the more Nigerians are happy to go their separate ways.

“Anyone who opposes disintegration of Nigeria doesn’t love the country. It’s now glaring that God never wanted president Buhari to become a president after three failed attempts.

“However, with the support of selfish politicians and religious leaders, President Buhari manipulated Nigerians through persuasion, brainwashing and deception.

“He finds his way back to power in 2015 and 2019 respectively. I think, if he has a guilty conscience, he can now see how he has failed those who thought he was the messiah in 2015.”

A rights group, International Society for Civil Liberties and Rule of Law (Intersociety) has alleged that security forces on Sunday morning attacked the home of the legal counsel to the leader of Indigenous People of Biafra (IPOB), Nnamdi Kanu, Barr Ifeanyi Ejiofor in Oraifite, Ekwusigo Local Government Area of Anambra State.

The board of trustees chairman of the group, Mr Emeka Umeagbalasi in a statement made available to  raised an alarm over the alleged attack, saying that while Ejiofor’s personal assistant was killed, his brother and two other persons in his compound at the time of the attack were abducted by the security operatives. BIAFRA NEWS : Twitter ban in Nigeria, Whoever advised Buhari is his biggest enemy – Fani-Kayode

 

A former Minister of Aviation, Femi Fani-Kaydoe, has said whoever advised President Muhammadu Buhari to ban Twitter in Nigeria, is “his biggest enemy”. THE RESTORATION OF BIAFRA NATION

In a tweet, hours after the news broke out, Fani-Kayode said the decision “is the most absurd and counterproductive thing” the federal government could make.

He wrote: “Suspending @Twitter from Nigeria simply because they removed a dangerous, irresponsible & insensitive tweet by @MBuhari is the most absurd and counterproductive move that the FG could have made.

On Friday, the Minister of Information, Lai Mohammed, announced the ban on the micro-blogging website.

Mohammed cited the persistent use of the platform for activities that are capable of undermining Nigeria’s corporate existence as reason for the suspension.

The United Kingdom Government has kicked against the indefinite suspension slammed on Twitter by President Muhammadu Buhari-led federal government.

The UK government reacted through its High Commissioner in Nigeria, Gill Atkinson on Friday.

Atkinson said Nigerians have right to freedom of speech and the government must not suppress it.

“All Nigerians have the right to freedom of speech and the responsibility not to misuse that right.

“Any action taken by Government must be measured, proportionate and not to suppress basic freedoms.”

The Minister of Information and Culture, Lai Mohammed had explained that Nigerians were using Twitter to perpetuate activities inimical to the corporate existence of Nigeria, hence announcing its suspension.

BIAFRA NEWS : How to solve a problem of Biafra

 

Many Igbo feel politically and economically marginalised, and the government’s hardline stance is not helping.

50 years after Nigeria’s then Eastern Region declared itself the Republic of Biafra, sparking a brutal and costly three-year civil war, the country again faces a separatist challenge. President Muhammadu Buhari’s forceful response to the agitation has been counter-productive, inflaming passions and boosting separatist sentiments. The government needs to change course and prioritise dialogue over coercion.

The starting point of any response is to understand the agitation’s roots. They include political and economic grievances, a deep sense of collective victimisation among the Igbo, and the failure of south east politicians to provide good governance and development.

Roots of the agitation

Separatists contend that since the Biafra War, the Igbo, one of the country’s three major ethnic groups, have been marginalised. They note that no Igbo has been elected to lead the country since Nnamdi Azikiwe’s ceremonial presidency in the 1960s or to be vice president since Alex Ekwueme (1979 to 1983).

This persisted even under military rule. The only Igbo head of state in this period, Major General Johnson Aguiyi-Ironsi, was killed after only seven months.

Administrative structures decreed by northern-led military governments have also undermined the region. Of the country’s six geo-political zones, all but the south east contain either six or seven states. The south east has just five, while it accounts for only 96 of Nigeria’s 774 local governments. Representation in government and the flow of federal resources are based on these administrative units.

Today, the south east, like much of the country, suffers deficient and dilapidated infrastructure and widespread youth unemployment. But many believe this is structural. They point out that as federal revenue allocation is based on number of states and local governments, the south east receives the least of all zones.

Unequal treatment

Under Buhari, political grievances have deepened. With no Igbo heading any of the military and security services, many argue the region has no voice in key organs such as the National Defence Council (NDC).

“We are like second class citizens, of the same status as a colonised people, except that this is internal colonialism, caliphate colonialism”, asserted a retired Igbo military officer.

The situation has also been aggravated by Buhari’s statement shortly after coming to power that “constituencies that gave me 97% cannot in all honesty be treated, on some issues, with constituencies that gave me 5%”.

To many in the south east, who mostly voted for former president Goodluck Jonathan, that statement raised fears that the president would not accord them equal treatment with the north.

They now see their fears confirmed by some government actions. For example, when the domestic intelligence agency the Department of State Services recruited recently, it hired just 44 new employees from the south east compared to 165 from the north west. Similarly, the south east is nearly completely excluded from a proposed national railway development plan.

Along with political and economic grievances, separatist agitation is driven by a strong feeling of collective victimisation. In 1949, the prominent Igbo leader Nnamdi Azikiwe asserted “it would appear that God has specially created the Ibo people to suffer persecution and be victimised because of their resolute will to live”.

Almost 50 years later, another distinguished Igbo, Chinua Achebe, claimed that “Nigerians of all other ethnic groups will probably achieve consensus on no other matter than their common resentment of the Igbo”.

These feelings have been deepened over the decades by recurrent rioting in the north in which Igbo have suffered great losses. Mostly notably, over 30,000 Igbo in the north were killed and two million fled back to the south in 1966 in the “Igbo pogrom” that followed the January coup and July counter-coup.

During the Biafra War, all other groups rallied round the federal government. The conflict killed about two million people, mostly Igbo, and more died during post-war riots and conflicts in the north.

Some northern leaders have argued that the Igbo were targeted because of their entrepreneurial success not their ethnicity, but such explanations offer no consolation. As one Igbo civil society leader said, the current separatist agitation is “a rejection of the Nigerian state by a group that feels already rejected by that state”.

South-eastern governance failures also fuel unrest. Local political leaders have largely failed to harness the region’s resources, create sustainable employment and engage youth.

As the president-general of the apex Igbo socio-cultural organisation, Ohanaeze, Nnia Nwodo said, Igbo youth “have passed a vote of no confidence in us their fathers”. The agitation therefore represents not only a protest against the state but a rift within Igbo society.

Flawed responses

Successive government responses have been generally intolerant and combative. The government generally lumps the separatist movement together with Boko Haram and the militant Yoruba group the O’odua People’s Congress (OPC) as “extremist groups” threatening national security.

Under President Olusegun Obasanjo, the administration arrested the leader of the Movement for Actualization of the Sovereign State of Biafra (MASSOB), Ralph Uwazuruike, charged him with treason and detained him from 2005 to 2007. Police clashed with MASSOB members repeatedly, killing many.

President Buhari’s government has been similarly intolerant. In November 2015, he issued a “serious warning” that: “The corporate existence of Nigeria as a single entity is not a subject of debate and will not be compromised”. On another occasion, he said: “For Nigeria to divide now…it is better for all of us to jump into the sea and get drowned”.

Following from this hardline stance, security agencies shut down the unlicensed radio station, Radio Biafra, operated by the separatist group Indigenous People of Biafra (IPOB). They have banned pro-Biafran newspapers, arresting and brutalising non-compliant vendors. These measures have driven many publications off the streets, but have not curbed the even more vigorous social media.

Security agencies have also broken up rallies and meetings, killing and arresting scores. An Amnesty International report alleged that security forces murdered at least 150 agitators between August 2015 and August 2016. The army rejected the report, but separatists say the number of deaths was even higher.

In January 2017, when agitators organised a rally in “solidarity” with new US President Donald Trump, police reportedly killed 11 participants and arrested more than 65. Many are still in jail.

The government also arrested IPOB leader Nnamdi Kanu in October 2015. He was arraigned and granted bail, but despite court orders for his release, he was held in prison until April 2017. Kanu’s prolonged detention turned him into a hero and increased IPOB membership.

Outlook for the future

The agitation’s future trajectory is unclear. Much depends on the federal government. Further repression will earn the separatists more local sympathy and support and could push them to more desperate actions. If there is no progress towards constitutional, administrative and policy reforms that would respond to the demands of the south east, the agitation could escalate.

Further demonstrations and government crackdowns could further strain the already over-stretched security forces, diverting resources needed to fight Boko Haram and insecurity elsewhere.

Nobel laureate, Wole Soyinka, has counselled the government to ask the agitators: “What are those things we can do to make you content, to make you feel part of this entity [Nigeria]… What can we do to make them feel that they belong and are not alienated?”  The federal government should heed that sage’s advice.

In the short term, the government should refrain from further threats of “crushing” the agitation and free unconditionally the hundreds of protestors currently imprisoned. It should also reassure all regions it will allocate resources and develop infrastructure equitably.

In the longer term, the National Assembly should resume its stalled constitution review and pass provisions that would guarantee all citizens a stronger sense of national belonging and redress the imbalance in administrative units between the zones. This is a key demand of south easterners and one already endorsed by the leaders of most other zones.

The leaders of the south east must also respond to their region’s needs by focusing on economic development and curbing massive youth unemployment. The south east governors’ recent initiative towards integrated regional development is a welcome step that should be pursued vigorously.

50 years after the south east attempted to break away, the country remains fragile. Its democracy is still unstable, as demonstrated by the recent coup rumours as President Buhari is reportedly very ill.

At a 25 May colloquium on Biafra: 50 years after in Abuja, Acting President Yemi Osinbajo said the greatest responsibility of Nigerian leaders today is to give a pathway to unity in diversity. The country’s leaders must work harder to build bridges, close cleavages, and achieve a more cohesive country.

If they fail, separatist agitations will grow even stronger.

Former Special Assistant to President Muhammadu Buhari on Assembly Matters, Alhaji Abdurrahman Sulaiman Kawu Sumaila, gave the warning in a statement he personally signed on Wednesday.

According to him, “Until the southern elites make their positions known, Nigerians would consider them part of the attacks being carried out in the region by some armed militia.”

Sumaila added that southern elites should be mindful of their reputations by not only condemning the attacks, but also distance themselves from it, affirming that “it is only when they do this with sincerity that Nigerians will believe their innocence.”

“The elites in the southeast should borrow a leaf from their northern counterparts such as Arewa Consultative Forum and Northern Elders Forum, who have been persistently condemning the activities of Boko Haram fighters and bandits in the north.

“You must clear your names or else, Nigerians will consider you culprits of all the killings and destructions in some southern states.

“We have no country other than Nigeria, therefore, we must do everything possible to make it peaceful.”

Nigerian rapper, Folarin Falana, AKA Falz has slammed President Muhammadu Buhari over his threat to deal with Nigerians that want to destroy his government.

Recall that President Buhari, had on Tuesday after a security briefing threatened to deal with those who, according to him, want to destroy his government.

Buhari had said such individuals or groups will receive the shock of their lives, adding that they will be treated in a language they will understand.

Reacting, Falz who expressed concern over the President’s recent threat, wondered if Buhari has treated Boko Haram terrorists in a language they understand.

He wrote on Twitter, ”What is this? Have you treated Boko Haram with the “language they understand?” What about the kidnappers & bandits?
